Function:

Advise and assist the Director of the Department in implementing planning, synthesis, finance, investment in science and technology development according to the provisions of law.

Duties and Powers:

a) Organize the development, guidance and monitoring of the implementation of strategies, plans, programs, long-term and annual action plans, mechanisms, policies and measures to promote science and technology activities in the province;

b) Synthesize the implementation status of the Department's science and technology plan; prepare periodic and ad hoc reports on the Department's science and technology activities;

c) Managing the state budget for the Department's operations: Preparing and adjusting estimates, preparing annual state budget settlement reports for the Department's operations; organizing inspection and supervision of the use of state budget for the Department's operations; appraising and adjusting estimates, guiding and organizing state budget settlement of level 2 budget units under the Department;

d) Advise, develop budget estimates, organize inspections and supervise the use of state budget for the province's science and technology sector according to regulations;

d) Organize appraisal of estimates and final settlement of scientific and technological tasks using state budget at provincial and grassroots levels;

e) Managing investment capital for science and technology development: guiding provincial departments, branches, districts, towns and cities, and provincial public service units to develop projects using investment capital for science and technology development; coordinating with relevant agencies to synthesize, balance and allocate investment capital for science and technology development; synthesizing and reporting on the use of investment capital for science and technology development;

g) Coordinate with local departments, branches, sectors and relevant agencies to propose and develop a list of provincial and national science and technology tasks of interdisciplinary and inter-regional nature to serve local socio-economic development; propose investment projects to develop local science and technology potential and organize implementation after approval by competent authorities;

h) Perform other tasks assigned by the Department Director.
