POSITION, FUNCTIONS, DUTIES AND POWERS OF THE DEPARTMENT OF SCIENCE AND TECHNOLOGY
1. d) Draft decision to socialize public service provision activities in the field of science and technology under the authority of the Provincial People's Committee and according to the decentralization of superior state agencies.

9. Regarding intellectual property:

10. Regarding standards, measurement and quality:
a) Organize the development and participate in the development of local technical regulations;

11. Regarding applications and ensuring radiation and nuclear safety:
a) Organize the implementation of planning, plans, programs, projects and measures to promote the application of radiation and radioisotopes to serve socio-economic development;
b) Manage environmental radiation monitoring activities in the area; Coordinate management of atomic energy development and application activities according to regulations;
c) Manage public service activities in the field of atomic energy, radiation and nuclear safety in the area;
d) Manage and implement the receipt of declarations, safety appraisal, issuance of licenses, amendments, supplements, extensions, and re-issues of licenses to conduct radiation work using diagnostic X-ray equipment in medicine; issue radiation worker certificates to people in charge of safety at medical diagnostic X-ray facilities operating in the province according to the assignment, decentralization and authorization of the Provincial People's Committee;
d) Preside and coordinate with relevant agencies to inspect and examine compliance with legal regulations on radiation and nuclear safety in the area of management and handle violations according to regulations. authorization;

12. Regarding information and statistics on science, technology and innovation:
a) Organize and implement the processing, analysis, synthesis and provision of scientific and technological information, statistical information of science, technology and innovation to serve leadership, management and research , training, production, business and local socio-economic development;
b) Organize instructions and implement the collection, registration, storage and publication of information on science and technology tasks within the scope of local management according to regulations;
c) Build and develop scientific and technological information infrastructure; Participate in building, updating and exploiting the National Database on science and technology; Build, manage, connect and share local science and technology databases to ensure synchronous and consistent integration, exchange and sharing of data; Participate in exploiting, maintaining and developing the Vietnam Research and Training Network (VinaREN) and other scientific and technological information networks; applying information and communication technology and advanced technical means in scientific and technological information and statistics activities;
d) The focal point to connect and deploy projects of the Vietnamese Digital Knowledge System locally. Carrying out non-business activities and technical services on standards, measurement, productivity, product quality, goods, codes, barcodes to serve state management requirements and organizational needs, individuals as prescribed by law; has the function of information and statistics on science, technology and innovation to serve the state management of the province.
2. Organizational structure:
a) Center leaders include the Director and 02 Deputy Directors.
b) Professional departments, units under the Center: there are 03 departments, 01 station. The specific names of professional departments and units under the Center are decided by the Director of the Department of Science and Technology.
